As the competition increasing for which city will be the next ICT core East Africa, Rwanda they believe Kigali will be the next ICT core of the region. The Rwandese government is investing in different ICT projects and looking for funds and frants from outside their country to facilitate these projects. In recnt interview between the East African newspaper and The High Commssion of Rwanda to Tanzania his excellency Ben Rugangazi. He was asked how is Rwanda determined and ready to achieve this goal he said that Rwanda has deliberately chosen ICT to be its tool for economic development because we believe in power of information in changing peoples lives.
He said they have identified human resource as an important tool in dvelopment process and they have decided to invest on it substantially through training on ICT nad its related fields. He said in order to achieve the goal his government have adopted three approaches through national information and communication infrastructure. (NICI).
Firstly, favorable policy was formulated, second setting up infrastructure (fiber optic cable) and third was to make people computer literate. He said under the initiative they have connected the whole country to the fiber optic cable. They have One Laptop Per Child (OLPC) project in which every primary school student is to be given a laptop computer. Over 120,000 laptops have been distributed throughout the country. The idea is to make the young children at the time they complete their primary school education. In collaboration with Carnegie Mellon University one of the best Universities in United States of America that offers quality ICT education, they are in the process of opening branch of CMU in Rwanda Upon completion of the University the students they will be in a position to receive quality training on ICT studies at Post Graduate level with the same quality as that offered in the US.
In the spirit of EAC the student who will wish to study at the University who are in the EAC region Rwandese government will cut down their cost by 50 percent has explained by Mr. Rugangazi the students will just have to pay the remaining 50 percent of the total cost.
East African Community countries should take this as a challenge to their local ICT initiative we want to see our region suppress other African regions in terms of ICT development which will encourage the development of the regional economy.
